South Coast Telecommunications Alliance
Fourth Meeting Minutes
July 20, 1994
Antioch University

Anne Cameron called the meeting to order.

Sharon talked about the Mission Statement, and the need to have it so that
we can present ourselves to the outside world. We discussed that the MS
can evolve over time. The question arose as to whether we have filed a DBA
(Doing Business As) with the County? You need a DBA to have a bank
account. It costs $90 or so to do this. It was suggested that we wait a
little while before taking any action. It was suggested that we have a
committee to discuss this.

Regarding confusion with email, newsgroups and electronic mailing lists
(listservers) were suggested. There is work going on towards providing
free local access to newsgroups.

It was suggested that we publish a tutorial on how to get a newsgroup
reader for those without Internet access.

Dale discussed a radio show in the context of the Education Committee.
Michael Masterson suggested that we might want to collaborate on a weekly
radio show. He would be open to working together on this. It's currently
planned for 1/2 hour Saturdays at 5pm (or 5:30?), with a presentation and
call-in questions. There is an ageed upon format, KTMS will find the
sponsors. We agreed to talk further about the concept. Perhaps we let
them teach a bit about computers first, then we could jump in with
networking stuff. Michael said that radio people suggested a broad topic.
We discussed various tutorials. There is a trn (newsreader) tutorial in
Word format on the Internet, and there are modem tutorials at UCSB and at
Rockwell. There's stuff at Internic (an Internet site), of which Mark
Gibbs will inform us. An etiquette subcommittee was suggested. Email
dale privately with info about these tutorials and he'll organize it and
make it available.

8 people or so are here because of the newspaper announcement.

Sharon asked for volunteers for the outreach committee so she could
concentrate on the grant committee.

Dale discussed the event planning, suggested early October at SBCC's new
Ridley Tree Business Communications Center. There was no response, no
questions, nothing from the attendees on the subject.

We went around the room and everyone introduced him/herself. 46 people came!

6834244 is the dial-in number for the Caddyshack BBS (Bulletin Board
System), which is working towards providing free Internet access thru the
BBS.

The following groups were identified:
        Grants 4 people
        BBS subfeeds 3 people
Events, Radio, and Education got combined 12 people
        Technical 10 people

At 8:05 we broke up into smaller groups. We met again at 8:40. It was
generally agreed that the small groups were successful.

Events agreed to move ahead with the concept of Susan Herman at SBCC in
early October on the subject of telecommuting. We also discussed
targeting, followup, "What's In It For Me" (we must ask this regarding our
attendees), and getting carriers to come and sign people up with accounts
at the event.

We further discussed a DBA and agreed we need a responsible entity in
place to handle finances etc. It was agreed that we need to form a group
to manage this.

Jim Sterne donated $5 towards the DBA. We agreed to form an Organization
Committee to discuss the structure of SCTA. Anne was nominated as president.

It was suggested that we use listservers for the subgroups, rather than
making more specialized newsgroups. There will be a Netiquette subgroup
to discuss Network Etiquette. The title of this group became the Culture
subgroup, since it will be ongoing even after Netiquette is well
understood.

If each subgroup periodically posted a summary of what's been going on,
it would be helpful. A digest is an archive of what's gone on in a list.
It's kept for interested people to review when they want about the
previous discussions in that list. It's not clear whether there will or
won't be digests available for the "tri." newsgroups.

The subject of having booths and panels at the event was mentioned. We
asked for such suggestions over the net and they will be considered during
the event planning.

Nancy briefly discussed the Guidelines for Collaboration and explained
that SCTA is to facilitate people and groups getting together; not to
recommend specific vendors or solutions.

Anne asked for feed back about face to face meetings.

We discussed the site and the frequency of meetings. Digital Sound
Corporation offered a cafeteria at their site. Next meeting is Wednesday
August 3rd upstairs at Antioch.

And we adjourned.

After adjourning, Mark Gibbs presented a demonstration of Mosaic, a
Graphical User Interface to the World Wide Web, a rapidly growing network
where text, graphics, sound, video, and other items are available.
