PRESENTATIONS BY CITIZENS/AUDIENCE PARTICIPATIONThis is a time for public comments on matters not otherwise on the agenda but with the subject matter jurisdiction of the City Council. Comments shall be limited to 15 minutes, divided among those persons desiring to speak, but no person shall speak longer than 5 minutes. Persons wishing to speak on a specific item will be recognized at the time the agenda item is considered. Please be advised that, pursuant to State Law, any member of the public will be provided an opportunity to speak to the Council concerning any item on the agenda, before or during Council consideration of that item. Please be aware that items on the consent calendar are considered to be routine and are normally enacted by one unanimous vote of the Council. If you wish to speak on a consent calendar item, please do so during the presentations by citizens/audience participation.

8. Proposed Amendment to Chapter 10.44 of the Carpinteria Municipal CodeThe Council will consider amending Chapter 10.44 of the Carpinteria Municipal Code pertaining to Special Speed Zones. The amendment proposes to increase speed limits on several City streets.

9. Carpinteria Bluffs Biological Resources and Environmentally Sensitive Habitat Report and Mapping
The Carpinteria Bluffs, adjacent beach and near ocean waters support at least 128 species of birds, 10 native mammal species, and 4 amphibians or reptile species. Of these, approximately 97 bird species, 8 mammal species, and 3 species of amphibians and reptiles occur in areas designated as Environmentally Sensitive Habitat (ESH).
The land includes 132 acres of relatively level bluff top and 29 acres of steep cliffs and sandy beach. Approximately 35 acres are designated Environmentally Sensitive Habitat (ESH). These ESH areas include coastal bluff scrub, coastal sage scrub, riparian habitat, vernal wetland, and a small amount of degraded grassland. The coastline consisting of the harbor seal haulout, kelp bed and sand beach are also designated ESH.
The City is required to submit this mapping and report to the Executive Director of the Coastal Commission in order to fulfill the Coastal Commission’s conditional approval of the City Bluffs Master Open Space Program on November 12, 1996.
