CONSIDERATION OF RESOLUTION NO. 4417 SUPPORTING THE CARPINTERIA VALLEY ASSOCIATION’S APPEAL OF THE MOUNTAINSIDE FLOWERS GREENHOUSE PROJECT

 

Mayor Jordan requested that this item has been placed on the agenda for Council consideration after receiving a request from the President of the Carpinteria Valley Association (CVA) for Council support of their appeal of the Mountainside Flower greenhouse project. The greenhouse project was approved by the Planning Commission recently and CVA is now appealing the Commission’s approval to the Board of Supervisors.

 

A copy of the appeal is attached as well as information regarding the Mountainside Flower project.

 

The attached Resolution supports the CVA’s position that a cumulative impact study of greenhouses in the Carpinteria Valley is needed now. However, they also contend that the County does not have funding to ensure compliance with mitigation measures and other County requirements. Both of these positions have been discussed at the Council level, but never formally adopted by the Council in any form. The critical issue for the Council is to establish the level of support for the CVA’s position in terms of the attached Resolution as well as Council and/or staff presence at the County Board meeting in which this item will be discussed.

 

Although not formally adopted as policy, the Council has discussed and supported the need for a cumulative impact study of greenhouses in the Carpinteria Valley.

 

None at this point. However, it must be said that there may an expectation by the County that the City contribute financially to a comprehensive impact study.

RECOMMENDATION:

 

As the position that a cumulative impact study is needed to determine land use policies that meet the current and future concerns of the City and the County for a collaborative effort, staff recommends approval of this Resolution.

 

 RESOLUTION NO. 4417

 

A RESOLUTION OF THE CITY COUNCIL

OF THE CITY OF CARPINTERIA IN

SUPPORT OF THE CARPINTERIA VALLEY

ASSOCIATION'S APPEAL OF THE MOUNTAINSIDE

FLORAL GREENHOUSE PROJECT

 

 

WHEREAS, the Carpinteria Valley Association (CVA) has appealed to the Santa Barbara Board of Supervisors a County Planning Commission approval of the Mountainside Flowers proposed greenhouse project; and

 

WHEREAS, the CVA has listed as one of the reasons for the appeal the County’s lack of a cumulative impact study of greenhouses in the Carpinteria Valley; and

 

WHEREAS, the Carpinteria City Council has supported the position that a cumulative impact study of greenhouses in the Valley is essential to successful land use planning in the Carpinteria Valley; and

 

WHEREAS, the Council believes that a cumulative impact study must be done in the immediate future to accurately determine future land use policies in the Carpinteria Valley; and

 

WHEREAS, the Carpinteria City Council believes that the City’s land use policies are directly linked to County land use policies, especially policies governing the Carpinteria Valley; and

 

WHEREAS, both the City and the County residents will derive benefits from a coordinated approach to updating land use policies in the Carpinteria Valley; and

 

WHEREAS, the Carpinteria City Council has determined that the CVA’s appeal of the Mountainside Flower project is necessary to call attention to the Carpinteria community’s request to the Santa Barbara County Board of Supervisors that the cumulative impact study be conducted as soon as possible.

 

THEREFORE, BE IT RESOLVED THAT the City Council in and for the City of Carpinteria does hereby formally declare its support of the Carpinteria Valley Association’s appeal of the Mountainside Flowers greenhouse project and urges the County Board of Supervisors to commence a comprehensive greenhouse impact study for the Carpinteria Valley within this fiscal year.
