Carpinteria Avenue Improvement Project, Phase I
I. Background:
The Council approved the conceptual plan for this project on May 12, 1997. Since that time, the design team has developed the plan, received substantial review from the TAB and the ARB, and prepared working drawings and specifications. These drawings are 95% complete and several draft sets are available at City Hall for viewing by the Council and public. Although there are some minor design issues which are still being resolved, we are proposing that this be the final public meeting before the City Council before the plans are finalized and construction bids are solicited. All property owners between Holly and Cactus Lane have been notified of this meeting.

A. Policy:
At a previous Council meeting, staff was directed to return to Council with the final design plans prior to proceeding with construction. After taking public input, it is recommended that the Council provide comments and any final direction which the designers should incorporate into the plans before proceeding.
In particular, one issue which should be addressed is existing pole signs. Currently there are three pole signs located in the public right-of-way: Danny’s Deli, Bank of America, County Tire. Each property owner and business owner has been notified that their signs are in the right-of-way and that they will be removed in conjunction with this project. They have also been informed that they will be allowed to apply for new signs and that the City will waive the fee for a new sign permit. The Current Sign Ordinance does not permit pole signs, however, two of the property owners have contended that their existing signs were installed prior to the Ordinance and as long as they relocate them out of the right-of-way, they should be allowed to remain as a legal, non-conforming sign.
B. Financial:
The project is estimate to cost $1,150,000 as follows:
Conceptual plan, design, construction mgt. $200,000
Construction $850,000
Construction Contingency $100,000
This is within the current budget of $1,199,000. A line item breakdown of the funding sources for this project was included in the previous staff report in May.
C. Economic:
Due to the Avocado Festival, upcoming holidays, and potential for rain in November and December, we are recommending that construction be delayed until January or February of 1998. This will also allow for any unresolved architectural issue to be addressed by the ARB. Construction is estimated to take 120 days
