PROPOSED AMENDMENTS TO THE 1997 ORCUTT COMMUNITY PLAN (OCP)

NOTICE OF AVAILABILITY

DRAFT ADDENDUM #2 TO OCP PROGRAM EIR (95-EIR-01)

Project Description: Santa Barbara County proposes to revise the July 1997 Orcutt Community Plan through the public Comprehensive Plan amendment process. The proposed community-wide amendments are intended to clarify and strengthen selected policies, development standards, and actions of the OCP to ensure that needed public infrastructure, parks and open space resources are available when needed to serve new development. The deferment of key site development in West Orcutt is proposed. In addition, two rezones are proposed. The rezones are to promote revitalization of Old Town Orcutt and support continued agriculture in West Orcutt. Finally, new development standards are proposed for an affordable housing site near Waller Park.

Project Location: The OCP encompasses the Orcutt Planning Area, located south of the City of Santa Maria, 4th and 5th Supervisorial Districts (Figure 1 attached).

Comment: Santa Barbara County Planning & Development (P&D) is soliciting comments on the adequacy and completeness of the CEQA analysis in the Addendum to 95-EIR-01 prepared for the Orcutt Community Plan. You may comment by submitting written or oral comments to the project planner identified below prior to the close of public comment on September 25, 2000 at 5 p.m.

Environmental Review Findings: P&D has prepared a Draft Addendum #2 to 95-EIR-01 pursuant to Section 15164 of the State Guidelines for the Implementation of the California Environmental Quality Act (CEQA) and the County of Santa Barbara Guidelines for the Implementation of CEQA. P&D has prepared this Addendum to address minor changes in the policies, development standards, and actions in the OCP as described above. The rezones would further goals and implementation of existing policies of the OCP. None of the changes proposed would result in significant impacts, where impacts where previously found to be insignificant. The proposed Final EIR (95-EIR-01) and Addendum #1 (July 1997) and this Addendum would fulfill environmental review requirements for the OCP Amendments. If you challenge this environmental document in court, you may be limited to raising only those issues raised by you or others in written correspondence or in hearings on the proposed project.

Document Availability: If a copy of the Addendum is not attached, the draft Addendum may be obtained and all documents referenced in the Addendum may be reviewed at Planning & Development offices located at 123 East Anapamu Street, Santa Barbara or 624 Foster Road, Suite C, Santa Maria. Draft documents are also available for review at the City of Santa Maria Main and Branch libraries and on the County’s website: www.co.santa-barbara.ca.us, at Proposed Orcutt Community Plan Amendments.

The Planning Commission will consider the adequacy of the Addendum during public hearings on the proposed amendments to the OCP on October 11, 2000 and on November 8, 2000. A staff report with Planning & Development recommendations will be available October 2, 2000.
